You created a data folder where? And why?

There are contradictions, they need to be resolved.

You have said the path to my.ini is C:\ProgramData\MySQL\MySQL Server 5.7\. We need to know three facts about that:

1. Is that the defaults-file argument being used by your mysql service? To find out, run Task Manager, click the Services tab, find the MySQL service, right click, select Properties, copy the full path, and post it here.

2. Is the my.ini you have been editing actually there? If not, where is it?

3. If it's there, what does it set datadir to? Please post that here too.
