ignore in insert ignore not working

dear friends,
i can run the command insert ignore into calls select * from fedcalls;
This fetches rows from the remote server and inserts then into the local database while ignoring any duplicate entry errors caused by the primary key field.
i can not run the command in the reverse direction i.e. insert ignore into fedcalls select * from calls; without getting the duplicate error message and the query halting.

it works this way from Linux to Windows and visa versa.
anyone run into this or know about it? Should we tell the Mysql developers?
