You need *system* root or superuser privileges to install MySQL. On many Linux systems, you can do this as a regular user through your package manager--this just means that the package manager has the necessary privileges.

You must be *MySQL* root (or a MySQL user with the appropriate privileges) to make changes in MySQL users. It does not matter which *system* user runs the mysql client.

It is very important to keep in mind that MySQL privileges and OS privileges have nothing to do with each other. They are completely separate. It is also important to note that MySQL doesn't have any concept of "groups", only of individual users and their privileges.

Have you read http://dev.mysql.com/doc/refman/5.6/en/linux-installation-rpm.html which explains the RPM installation process on RHL pretty thoroughly? Please do so, then pop back with any questions afterwards.
