Hello, it sounds to me like the connector team could help out with this question. I'll let them know.

To me it sounds like for some reason MySQL.Data.dll is not being registered in GAC correctly, I'll blame that based on the information you provided to a corrupted registry key.

I would ask from your help to be more specifics, when you say 'have the latest version of MySQL', you do refer to which server? 5.7.13, 5.6.31 or the latest 5.5? remember these 3 usually have versions released together.

The same applies for the connector version, an specific use case like: Tried to install mysql-connector-net-6.9.8.msi, this error message appears would help us determine what the issue is.
