Help: Can't create IP socket: Permission denied

Hi, I am running mysqld_safe on the arm s3c6410, an embedded os: linux.
After I installing the mysql, I run mysqld_safe & and I got the message:
Can't create IP socket: Permission denied.
What should I do to solve this problem?
