Nisam bas siguran da sam razumeo tvoje pitanje do kraja, ali cu pokusati da odgovorim :)
Tabele, odnosno bazu stavi u utf8_unicode_ci
u tabeli ces videti kojekakve kukice i kvacice ali ce ti se u browseru prikazati pravilno i cirilicna i latinicna sloba ukoliko koristis utf-8 u headeru
