Have you ran the installer with UI at least one time?, have you used the commercial bundle ?

the installer bootstrap is the same for both licenses, the installer keep a record of the latest mode that was executed and is used the next time, to avoid the use of the license, to force the console to run in a different license mode, you need to add the license as the first parameter like "community"


MySQLInstallerConsole.exe community install....
