If you don't have the MS Visual C++ 2013 Runtime (64 or 32 bits depending on arch of the WB you are trying to install) try to use the latest MySQL Installer, the latest installer detect and install the prerequisite during install or upgrade of the MySQL Products.

if you already have installed the prerequisite and still getting the error perhaps the installation of that third party dependency is corrupt, you need to locate the MS VC++ 2013 Runtime in Program and Features control panel and repair it.
