This is a relatively new feature; what version are you using?

From Changelog:

The new online DDL ( http://dev.mysql.com/doc/refman/5.6/en/glossary.html#glos_online_ddl ) feature addressed long-standing bugs where ALTER TABLE ( http://dev.mysql.com/doc/refman/5.6/en/alter-table.html ) statements caused table rebuilds unnecessarily. This particular bug applied to changing default values for TIMESTAMP columns. (Bug #11753646, Bug #45124)
