MySQL Service ignoring 'port' setting in *.ini

Hello,

Is there any reason why a MySQL service (version 5.6.25) would ignore the "port" setting specified in the *.ini config file?

I'm specifying "port=3307" under the [mysqld] config section, but the server repeatedly starts up using port 2880:

Server hostname (bind-address): '*'; port: 2880

The MySQL service appears to be using the config file in question, because I can specify a non-sensical property and the service will complain about it.

I have what I believe to be an identical server (OS, MySQL version, security posture, etc) where I do *not* have this problem, and the port setting is used as specified.
