Is the data correctly set up? That is, is there no chance that the FKs will be actually violated? In that case, turn off (using a SET) the foreign key checks before starting the LOAD. This will also make the LOAD run faster, since it won't have to check things as it goes.

Alternatively, be sure to load Cars before Bookings. (etc.)
