How best to structure a 30,000,000 record database

I'm currently redesigning an ecommerce site for a seller of Personalised Number Plates. The current database while functioning OK - is not as good as I'd like. I need to be able to store 30,000,000 registrations in the form of 'CA55 NGN' etc and then search for partial matches very quickly. It would also be nice if I could perform subsitutions as well so that 'BEN' would also find 'B3N'. Any ideas how I should approach this???
