Did you actually do the test on 3 million members?

Performance usually does not correlate linearly with the amount of data, so your calculations is flawed, you should actually test it with 3 million members instead of 3 thousands and multiply the time taken by 1000.
It could grows logarithmicly, linearly or even exponentially.

If you have proper indexes, it probably only grow logarithmicly.
If you do not have indexes, it is likely to grow exponentially because you have a join.

Also, there could be other fixed and non-fixed overhead.
