Yes, this is valid and commonly used practice. Surely be much faster.

Most common is upgrade. If you restore to newer server you must run mysql_upgrade command (users often forget about it). Also, if you restore after long time, say 5.0.31->5.0.92, you can hit incompatibilities in data format which can not be resolved even by mysql_upgrade. In this case additional step would be required: restore backup on old version, then take mysqldump of it, then, finally, restore to newer version.
