How to access remote database using IP address

I am using MySQL with ASP.NET.
I want to know that how to set up MySQL server so we can access database from remote pc, e.g if mysql is on IP xxx.xxx.xxx.xxx ;i want to access it from yyy.yyy.yyy.yyy IP.
I tried using GRANT previlages ....but doesn't succeed. Please provide step-by-step details.
