grant create user on database

Hi
I want to give the create user privilege but only for users of a specific database
I've tried "grant create user on myDB.* to myUser" but still don't work :
I get a #1221 - Incorrect usage of DB GRANT and GLOBAL PRIVILEGES
can somebody help me ?
