Host on users table

I have an issue that I cant figure out. Someone on my team was trying to get an odbc connection to work and they changed the root user from using localhost to using any host. Now I cant connect to the database. I have tried fixing it in mysql_safe mysqld_safe --skip-grant-tables&. When i change it in this mode and then shutdown and restart the standard mysql i lose the changes and once again get locked out. Please help me and tell me how i can get it back as now i am running my server in safe mode so that my website users can still use the site.
