Figured it out (sort of) after browsing about 3 pages of google search:

MySQL either couldn't see or couldn't access the directory & files. After I copied the relevant files (for the catalog there are actually several) into a subdirectory of MySQL, it loaded ok.

Now I just have to figure out how to make MySQL see the files where they normally would live so I don't have to clutter up the mysql directory.
