mysql/mysqli not showing up in PHP info and phpMy Admin can not find.

1) I get this error: Cannot load mysql extension. Please check your PHP configuration. - Documentation
I see that a lot of people get this and I have tried just about every suggestion regarding editing php.ini, windows paths, etc. etc.
2) This is really weird - PHP Info does not show that there are any mysql or mysqli modules loaded, but....
3) From a command prompt if I enter "php-cgi -m" which I assume is meant to list the installed modules, both the mysql and mysqli modules show up.

So someone give me some love here and tell me why my phpMyAdmin can't find my mysql/i extensions.
