Dafür brauchts einen outer join, z.B. (ungetestet):

SELECT t2.project
, t2.projectname
, t1.status
FROM tabelle2 AS t2
LEFT OUTER JOIN tabelle1 AS t1
ON t2.project = t1.project
WHERE UserID = 10000;
