From the clarification I got, a MySQL Netwrok Technology Partner can "request for the right" to redistribute MySQL client library with "Certified" application (can be non-GPL or commercial).
Must first "certified" the application on MySQL Network first.
Then, the MySQL Network Partner will have to encourage the user and customer of the application to sign up for MySQL Network for the Certified MySQL Server and support plus other services.
