root@localhost vs root@% passwords

Hello...

Am I correct that there needs to be two passwords; one for root@localhost and one for root@%? If so, how can change the password for root@%.

Here's what's happening: I installed TOAD for MySQL on my client machine and noticed that it can connect to my database using a blank password. I suspect it's using the root@% user. On the database server, everything requires a password: mysql.exe and TOAD both can not connect using a blank password.

Any suggestions?
