Add timezones to mysql database

Hi,
I am facing problem when converting timezones.I used convert_tz and also chanded my.cnf by adding default time zone. But the problem is i should restart the service after the configuration change.And by using convert_tz we should always manually convert. So please say how to load the time zones into mysql database and how to change after loading. I dont want to restart mysql.
