Dual CPU in Windows?

We seem to be having some difficulty getting MySQL to take advantage of the full processing power of our server. We currently have MySQL 4.0.20a installed on Windows 2000 Server using Dual P4 HT Xeon CPU's. When we push MySQL and it starts using alot of CPU time, we notice that it's only maxing out one of the four CPU's which is actually half of one of the HT processors. Is there a way to get it to use all of the available processors, or at least all of one processor?
