Import and overwrite

Newbie here.
I can view the tables/views/data with myphpadmin and I can import data.
However, how do I overwrite data for particular records?
For example, if I have the following fields; ID & Name, and I want to update the names for some of the ID's how do I import the data to just update the names for certain ID's?
Where do I start? Software needed?
Also, is there a web script I can integrate onto my website to achieve this?
