Problems with min words under Windows

I'm using XAMPP under Windows and I'm using full-text search. I can't find out where I'm supposed to change the minimum size words. I've read the directions to go into my.ini to change it but no dice it doesn't seem to work. Even if it did work I have an issue with this method because I'm developing my php script to work on multiple web host ISPs and I can't always get into the my.ini with some of these providers. Is there a way to script this, or dump this in an relative directory, etc.
