Can't get Server or Service running

I'n fairly new to MySQL. I had MySQL 4.0.17 running as a service on Win 2000 (workstation). I uninstalled 4.0.17 and installed 4.1.7 today. Now I can't get the server to run as a service. I'm getting Error 5 Access is denied. The first time I was able to execute the DOS command "MYSQLD --CONSOLE" I was then able to run MySQL Administrator and create MY.INI. I then executed the DOS Command "MYSQLADMIN -u root shutdown." Since then any attempt to use any command fails. I have uninstalled/reinstalled three times, I have rebooted several times with the same result. No error file exists in the C:\PROGRAM FILES\MYSQL\MYSQL SERVER 4.1\DATA.
