MySQL UDF and Delphi DLLs

I learned: "The main advantage of DLLs is they can be used by any program on a shared manner and the programs does not care about the language of these DLLs only their caller conventions"

Well, here is my question:

HOW TO MAKE A UDF LIBRARY TO USE WITH MYSQL, IN DELPHI LANGUAGE (PASCAL)?

All Internet documentation say "Only C++ DLLs", but i can't belive it! What is the real difference between C++ DLLs and Delphi DLLs?

Please, put here an example (if possible) of a simple "Hello World" UDF library

The call (i suppose) can be like:

SELECT HELLO();
