Does the reference manual for mysql 5.7 contain all the topics?

I downloaded the pdf reference manual of mysql 5.7 (https://downloads.mysql.com/docs/refman-5.7-en.pdf) on Dec 21 2017, less than a month ago. I found it miss some topics, for example, it doesn't have "5.3 The mysql System Database".
Now I redowload it from the same link, and the new pdf file has more topics. But I wonder if the pdf file has contained all the topics already, or still miss some?
