I too had just installed VS Community 2019, and got the "Failed" error when I tried to do a Full install of MySQL 8.0.

So this was my workaround.

Do a custom install of MySQL, excluding the Visual Studio plug-in and the .NET connector.

Download the .NET connector from https://dev.mysql.com/downloads/connector/net/...
https://dev.mysql.com/get/Downloads/Connector-Net/mysql-connector-net-8.0.15.msi


Download the MYSQL plug-in from here
https://dev.mysql.com/downloads/windows/visualstudio/1.2.html, choosing the MSI installer
https://dev.mysql.com/get/Downloads/MySQL-for-VisualStudio/mysql-for-visualstudio-1.2.8.msi


Then just install the .NET and VS Plugins. First.NET then VS plug-in.

No errors or complains from the installers, and it all checks out in VS, as described here...
