Not Allowed with this MySQL version- please help

I posted this in the Newbie forum twice but got no responses. Perhaps someone here can help?

When I try to infile my data into a table I get the following:

#1148 - The used command is not allowed with this MySQL version

I'm running mySQL that's provided by my ISP.

I'm using phpMyAdmin with the function 'Insert data from a textfile into table' that's built into the interface.

I've tried local (my client pc) files and files stored on my server (at the ISP). Server based files get the following error: '#1045 - Access denied for user: 'xxxxx@xxxxxx' (Using password: YES) '

Have they screwed up the config or is there something I have screwed up that I can fix?

I'm pulling out the little hair that left-any hints are greatly appreciated.
