Ever since XP, Windows is meant to make what you describe impossible.
If Task Manager can't help, I'd next want to know if the anomaly is due to cmd.exe or from mysql.exe, which I could determine by running mysql.exe inside another commandline shell, say ConEmu or PowerShell.
