Root privileges broken

We have very weird mysql problem. This server has been working fine and there is already plenty of mysql databases on it but all of a sudden no-one can create databases, even root. It looks like mysql privileges got messed up somehow, for example :
mysql -p
mysql> create database somename;
ERROR 1044: Access denied for user: 'root@localhost' to database 'somename'

Any input on this issue is much appreciated.
