mysql_config problem on Windows platform

Hi!
I am now using mySQL 4.1.9 and PHP 4.3.10 on Windows Server 2003 and I am trying to deploy an PHP application(phpmyadmin) which requires mysqli. However, I could not find mysql_config. I have few questions about the problem faced:
1. Does mySQL 4.1.9(windows binary version) comes with mysql_config?
2. Without compiling mySQL(I don't have VC), can I still get mysql_config(download it somewhere?)?
