max_connections exceeded for root

It was some time since I used MySQL, but I have used it quite a lot previously. The following error has never happened to me though when trying to log in as root:
ERROR 1226: User 'root' has exceeded the 'max_connections' resource (current value: 1)
I have not cared about any 'max_connections' resource and I am clearly not logged in. What is the problem and how can I solve it?
