No. A new row in a questions table.

More often, products are made by multiple manufacturers and sold by multiple vendors, so usually you would need something like ...

manufacturers(id, name, ...)
products(id, name,...)
manufacturers_products(id, manuID references manufacterers(id),prodID references products(id), ...)

and a similar many:many relationship between vendors and products.
