Access Denied

I am new to MySql. I am trying to learn (teach myself) PHP. The book I have has me download MySql and install it which I think I did. Following the example in the book, I am to enter from the DOS prompt, mysqladmin create testdb. When I do this, I get an error mesage of Access denied for user: '@localhost' to 'testdb'.
This is running on a local machine I use as a server and the stop light is showing green and running in my task bar. I am logged in as the administrator and the folders have permissions set for everyone.
I knew these books made it look to easy!!
