Install and Import a data base

Hello this is my first visit to this forum. I am out of my depth here, so I need some gentle help.

I am taking a data analysis course. To this end, I have been given a 64 mb .sql data base that I have downloaded and want to access.

My first question is this, how do I configure the server when the database and all of the MySQL stuff is all resident on the same computer. (I am running Windows 7).

My second question is how do I attach the .sql file that I have down loaded so I can post my queries.
