Corporate bureaucracy tends to be paranoid and control-mad, but if admin have made your machine unusable, you need to persuade them to fix it.
To run the mysql client, which is probably at C:\Program Files\MySQL\MySQL Server 8.0\bin\mysql.exe, you just need to call it with your MySQL username and password ...
"C:\Program Files\MySQL\MySQL Server 5.7\bin\mysql" -uUSR -pPWD
... where USR & PWD are your MySQL username & password. To make that simple, save somewhere in your path a batch file with that cmd.
Yes WB creates & manages DBs, bypassing all such mishegoss.
