How can I get the sakila database loaded in MySQL?

I have no idea what I am doing? I have Pentaho Report Designer and a learning manual that needs the sakila database installed in order to use it.

I have installed MySQL in c:\MySQL on my Windows 10 computer (if I need to re-install under Program Files will do so - I did that yesterday and could not get anywhere either so i tried the c:\mysql today with not success either). I have the 3 files from the sakila download in C:\sakila_tmp. However I cannot seem to find the mysql command-line client or anything that gives a shell> prompt and it keeps saying in multiples ways that mysql (the first word in the command mysal -u root -p) is not valid. PLEASE HELP! I have gone in circles for 2 days now; everything is written expecting that you know what a command-line client is or that your are familiar with MySQL. In another book the prompt is listed as p.shell>.
