To run the mysql client program in a Windows commandline terminal, you need to have added the path to MySQL executables to the system path as described at https://dev.mysql.com/doc/mysql-windows-excerpt/5.7/en/mysql-installation-windows-path.html, or you need to navigate to the directory where those files are.

You can import Sakila into MySQL from the commandline or from MySQL Workbench, which will you be using?
