Try loading this table and see if you have any luck.
CREATE TABLE `newtest`.`testtable` (
`NumID` VARCHAR(8) NOT NULL,
`Loc` VARCHAR(45) NULL,
`CityID` VARCHAR(4) NULL,
`LandDesc` VARCHAR(45) CHARACTER SET 'utf8mb4' COLLATE 'utf8mb4_0900_ai_ci' NULL,
`Year` VARCHAR(4) NULL,
`Value` VARCHAR(10) NULL,
`Proj` VARCHAR(10) NULL,
PRIMARY KEY (`NumID`))
ENGINE = InnoDB
DEFAULT CHARACTER SET = utf8mb4;
this is the sql command that workbench assembled and it loaded successfully for me.
