changing character set and collation!

Hi.
Ours MySql server was set to latin1 character set by default, but now we need to change it so it can fit ours purposes. I found out there are two cases we can set (regarding Croatian language), character set 'latin2' with collation 'latin2_croatian_ci' and character set 'cp1250' with collation 'cp1250_croatian_ci'. I've tried both cases. Set default set for database and each table within it but when we re-import the data (delete existing data from all tables, not droping any table or database), we can't get it right. Some character still displaying '?' instead of what they should!
It came across my mind that we should reset the server each time we made a character set change, could this be it, do we need to reset the machine before importing the data?
