Hebrew in MySQL ? and problem with html tags in oscommerce.

Hello,
I'm using oscommerce system on my server and I have a problem with html tags.
From some reason the MySQL database translate the brackets of the html tags (I mean ">" and "<") into blanks, so in case I want to start a new line I use <br> but the database translate it to _br_.
so I tried to insert the products description to the database manually through PhpMyAdmin. so, the database accepted the brackets but then it created another problem. thare is no hebrew, the hebrew letters translate into question marks ("?").
What can I do ?
