Extracting and Importing data from Latin Croation

I am trying to import data from HTML pages where some is in English and names are in Latin Croation. I haven't a clue as to how to go about it. I have three bound MySQL references and I've read the online manual with no progress.

My basic procedure is to extract the data using various means into a Notepad file with my own Field Terminators and then import using "LOAD DATA INFILE".

But I've been having all kinds of problems. At first MySQL could not even find any of the delimiters. I asked for help here:

After a lot of trial and error, the closest I've been able to get is to save the .txt file using UTF8 and importing into UTF8 character set table. But many characters are not showing up correctly.

What is the basic procedure? Is there documentation?

Any and all tips or clues would be appreciated.
