Character Set Issues with MySQL 5.0.17?  A

I'm very confused as to why I all of a suddent have character set issues with my MySQL and why it doesn't just work as it should. I use this in a production environment and have users shaking their head as to why they cannot remove those odd characters from appearing in their posts. I've read all the posts here regarding character set issues and now I'm scratching my head!!!

For some reason in text fields I get the following characters all over the place. When I try to edit the fields and pull them out and then reinsert the data they reappear. Can someone give me a sold answer as to why this started happening? Or a clean and precise procedure on how to determine what the actual character set settings should be to fix this problem.
