Ah, I see. It's shell32 not the common controls. Anyway, I'm afraid you cannot use the migration toolkit on WIndows NT 4.0 then. The docs state:

MySQL Migration Toolkit runs on recent 32-bit Windows NT based operating systems, including Windows 2000, XP, and 2003.
</quote>
