bug: MTK 1.0.7 not running on XP Sp1

I had installed the MTK 1.0.7, when I executed it crash with error Nr 10008, it say something about...
Exception Exception In Module MySQLMigrationTool.exe at
I have JRE 5 installed, And MySQL, Admin and Query Browser working just fine,
any clue about what's happening
