I just made the 1.0.17 rc annoucement since it was published on the webpage now. I did the upload yesterday, but it needs up to 12h for the mirrors to catch up.
For convenicence I upload the release to our support ftp if a customer requests this. And this is available instantly of course.
To get the complete changelog you need to check out the Migration Toolkit repository with Subversion from
http://svn.mysql.com/svnpublic/mysql-migration-tool/ or you simply can look at it with Firefox at
http://svn.mysql.com/svnpublic/mysql-migration-tool/ChangeLog
