DATE consumes 3 bytes
TIMESTAMP consumes 4 bytes
DATETIME consumes 8 bytes
You have not explained why you think PARTITION will help you at all.
Which Engine are you using?
How do you do the INSERTs? One row at a time (least efficient)? Batched INSERTs? LOAD DATA?
You are going to have 31 partitions?
